Full-time Welder Supervisor, NS-10

DUTIES AND RESPONSIBILITIES:
Serves as a Foreman over the MCCS Facilities Management Metal/Welding Shop, exercising supervisory responsibility over the work operation, involving approximately 5 subordinate workers. Performs technical and administrative responsibilities. Enforces required safety and OSHA regulations in the work place.

Plans daily, weekly, and monthly work schedules and sequence of operations for subordinates. Establishes deadlines and priorities on the basis of general work schedule methods and policies established by higher levels of supervision. Ensures proper work coordination and feedback with customers at all times. Ensures that deadlines are met. Performs scope of work. Provides work scopes, materials, and labor cost estimates for minor Work Requests or Service Requests in order to process requirements for Facilities Engineering approval. (This work can be performed alone or assisting a Planner and Estimator).

Provides weekly and monthly reports, with updates as required. Keeps Supervisor informed of abnormal or special problems. Assists General Foreman with semi-annual and annual inventories and budget reports.

Selects workers and assigns tasks to be performed. Explains work requirements, methods, and procedures. Instructs subordinates in new procedures and provides advice when problems arise. Reviews work-in-progress and/or completion. Adjusts plan assignments and methods as necessary to accomplish the work effectively and as economically as feasible. Determines equipment, supplies, and tools required. Assures that materials are ordered or are on hand, as not to delay the work. Coordinates work with other units/shops that may be involved on the same project.

Develops performance standards for assigned employees. Counsels employees on performance. Makes formal and informal performance appraisals and maintains proper records in employees files. Reviews job descriptions and provides Supervisor with input and recommends changes as needed. Interviews candidates for vacancies and recommends selection. Verifies time cards. Counsels employees and keeps records of counseling. Initiates proposal for formal disciplinary action as needed. Identifies and requests training needs. Schedules and approves leave for subordinates. Maintains production reports and records. Assures that equal opportunity/programs are implemented and followed.

Maintains effective and efficient record/file system for projects, Work Requests, Service Tickets, tools and equipment, and employee files. Applies TQM/TQL philosophy in the work place. Recommends awards for outstanding performance.

Drives government vehicle or truck. Completes trip tickets. Performs drivers maintenance. Attends educational and training programs and meeting

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Acknowledges customers, smiles and makes eye contact. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher level supervisor, or proper point of contact for help when problems arise.

Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Conducts safety meetings at least quarterly. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with “Return To WorkEprogram initiatives, and following up on employee well being.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Performs other duties as assigned.

WORKING CONDITIONS:
The work is done indoors and outdoors, sometimes in bad weather, in areas that may vary from “clean roomsEto areas that are noisy, dirty, and smoky. Welding involves exposure to fumes, infrared and ultraviolet radiation, heat, flying sparks, the glare of torches and heated materials, the possibility of eye injury, electrical shock, burns, broken bones, and the chance to cuts. There is discomfort when wearing protective clothing, gloves, and flash shield or eye goggles. The work requires the mandatory use of a have face type respirator.

Qualifications, Availability, and Goals - Knowledge, Skills and Abilities

01. BASIC REQUIREMENT (Please answer YES or NO) Must be capable of carrying material and equipment weighing up to fifty (50) pounds and works from ladders, scaffolding, hard-to-reach places that require stooping, stretching, bending, and in prone position.

02. KSA (Please describe your KSA) Ability to demonstrate a journeyman level knowledge and ability to interpret requirements and determine the best course of action.

03. KSA (Please describe your KSA) Ability to read blueprints, drawings, sketches, technical manuals, welding formulas/tables, charts, work orders, schematics, and writing diagrams.

04. KSA (Please describe your KSA) Knowledge of tagout procedures and cleanliness controls and the ability to use shop math such as algebra, trigonometry, and geometry.

05. KSA (Please describe your KSA) Ability to effectively operate welding machines and generators and proficiency in the use of a variety of tools including acetylene units, propane torches, electric drills, wrenches, soldering guns, flaring tools, and benders.
